In the European Union these are ancillary services under Annex I, Section B(3) of Directive 2014/65/EU (MiFID II). Under Article 6(1) of that Directive, no authorisation is granted for ancillary services alone. National laws implementing MiFID II treat them the same way, for example § 4(3)(c) of the Czech Capital Market Undertakings Act (No. 256/2004 Coll.).
